The individuals were apprehended on July 22 after a concerned citizens organization linked with the Colorado Ped Patrol, which members act as minor children on social media sites, according to police.

As the police was supposedly captured in the act, Thomas Fellows of the vigilante group informs Horn, “We’re just having a conversation with a gentleman trying to meet with a child,”

“Your zipper’s down, by the way,”

“You’re standing in front of the running car. We got your text messages. Listen, man, you want to talk and tell us why you’re here?”

“I’m not attempting to meet with a child,” Horn responds, claiming in the alleged texts that his name was Matt.

As Fellows asks him to “accept accountability” for his conduct, the cop begins to walk away. According to video, he was later apprehended by waiting cops.

Horn’s arrest was verified by Atlantic City police on Sunday, who said in a statement that he was one of four males accused with luring/enticing a minor by various means after receiving “public assistance.”

Prior to their arrests, responding cops were sent screenshots of talks between the suspects and the citizen group, according to authorities. Horn, of Chalfont, allegedly used Grindr to arrange a sex act with a 14-year-old child, sending a photo of himself in his underpants, according to WPVI.

According to the Philadelphia Inquirer, Fellows confronted Horn at a place specified online hours before. He claimed he didn’t know the man was a cop but assumed he was an attorney. According to the newspaper, fellows said, “He was just too good,”

“He wouldn’t talk.”

Fellows claimed he makes dating app accounts posing as young teen girls or boys and waits for people to respond. He founded his group in April after one of his sons was sexually abused. According to Fellows, meetings are frequently held within hours.

He said, “They reach out to us,”

“We never reach out to them.”

3 Other Men Were Arrested

Horn and the three other males detained on the same accusation since Thursday were freed on a summons, according to Atlantic City police.

Jose Machuca, 51, of Hyattsville, Maryland, Sambatrimiaina Raminoson, 26, of Atlantic City, and Eugene Pulley, 49, of Philadelphia were the other suspects.

Horn was suspended without pay effective immediately, according to CBS Philadelphia. District Attorney Matt Weintraub of Bucks County said Monday that his agency will begin investigating any criminal cases in which Horn was involved.

Weintraub said in a statement, “Our office has assigned personnel to assist New Jersey authorities in any capacity, and to investigate and prosecute any criminal activity that may have occurred in Bucks County,”

“This office protects all victims, regardless of whether the accused perpetrator is an officer of the law or not. No one is above the law.”
